Who to Call When a Rental Needs a Plumber

Queensland's tenancy Act sorts each repair into two camps: the emergencies it lists, and everything else, which is routine. The emergency list covers the plumbing and gas faults that cannot wait:

  • A gas leak
  • A water or gas supply that fails or breaks down
  • A broken or blocked toilet
  • A burst water service, or one leaking badly
  • Flooding or major flood damage
  • An appliance for cooking, warmth or hot water that fails

Faults likely to injure someone or make the place unsafe also count, and repairs needed to reach the minimum housing standards are treated as emergencies as well. Anything unlisted is routine: the tenant tells the owner or manager, and the tenancy Act allows a reasonable time for the fix.

The agreement names the nominated repairer and states who gets the first call in an emergency. A phone call counts as the report, and a follow-up text is good practice.

If nobody answers within a reasonable timeframe, either side can bring in a qualified tradesperson, capped at 4 weeks' rent. The money side of that is on our who pays for rental repairs guide.

On the paperwork, notifiable work gets a Form 4 lodged with the QBCC within 10 business days, and the copy goes to the owner or the agent who engaged us. Minor jobs, such as unblocking a pipe or changing a fitting, stay off the register.

Access is the last piece. The tenant holds the keys, so we set the appointment and entry details via the owner or manager before attending.

Tap, Shower and Toilet Limits for Rentals

A Queensland rental passes the water efficiency test when the taps and showerheads stay at or under 9 litres a minute and the toilets meet the flush limits. Those limits apply when the owner wants to charge the tenant for all water, not to every rental.

The toilet side of the test is specific:

  • Dual flush, using 6.5 litres or less for a full flush
  • 3.5 litres or less for a half flush
  • An average of 4 litres or less, averaged over five flushes: one full, four half

Not every tap counts. Only indoor cold taps at basins, sinks and laundry troughs are measured, single mixers included. Bath taps, garden taps outside and feeds to washing machines and dishwashers are exempt.

When the Check Finds a Fixture Over the Limit

The check itself is a straight comparison: the plumber measures the taps, mixers, showerheads and loos against those limits and lists anything that falls short. Every fixture sold for Australian homes carries a label under the Water Efficiency Labelling and Standards scheme showing how many stars it earns and how much water it uses.

What happens next depends on the fixture:

  • Replacing a tap or a toilet suite is work for a licensed plumber
  • Changing a shower head is unregulated, so anyone may do it, provided the new one meets the standard
  • The upgrade decision sits with the owner or manager, never the tenant

For fixtures made from 2005 on, the state tenancy authority, the Residential Tenancies Authority, points to 3 stars or better, as guidance only. The check ends with a list of what fell short. Nothing gets signed or certified at the end.

When a Tenant Need Not Pay a Water Bill

Charging a tenant for all water takes four conditions, all of them:

  • The property has its own meter, or gets water delivered by truck
  • It meets the water efficiency limits
  • The lease puts water charges on the tenant
  • A copy reaches the tenant within four weeks of the owner getting the bill

A late bill is the tenant's to refuse. One delivered on time gives the tenant four weeks to pay.

Only the bulk water charge and usage charges can pass across, once the conditions hold. Sewerage usage and the fixed supply charges stay on the owner's side of the ledger.

A rental that fails the test works differently. The owner covers what the Act calls a reasonable amount, and only the excess can be asked of the tenant.

Because the Act never defines reasonable amount, the parties agree the figure and record it in the lease.

Why Rentals Shape the Work Here

At the last census, flats and apartments outnumbered separate houses here by about two to one, 1,959 to 989, and most homes are rented rather than owned. So a large share of the plumbing we do sits inside a tenancy, and the work splits two ways.

Upstairs in the apartment blocks near the QUT campus and Musk Avenue, a weeping hose can run for weeks before anyone below reports a stain. Those jobs reach us as leak detection work rather than a simple repair.

Down in the older cottages, some pre-1980 bathrooms still hold single-flush cisterns well over the 6.5 litre limit. A new toilet suite is often what brings the flush volumes inside the water charging test.

Rental Questions Kelvin Grove Locals Ask

Call (07) 3523 7121

Who arranges plumbing repairs in a Kelvin Grove rental?

Upkeep is the owner's or property manager's job: the tenancy Act requires them to keep the home in good repair throughout the tenancy. The tenant reports damage as soon as they notice it. A routine repair then has to happen within a reasonable time.

Which plumbing faults are emergency repairs in Queensland?

Gas leaks, failed water or gas supplies, a blocked or broken loo, a burst water service, flooding and a failed essential appliance all count. Anything the Act leaves off the list is routine.

What flush volumes must a rental toilet meet?

Dual flush: 6.5 litres on the full flush, 3.5 on the half, and an average of 4 litres or less across one full and four half flushes. Those numbers form the water charging test.

What if a rental in Kelvin Grove is not water efficient?

The owner or manager then covers a reasonable amount, and only the excess can go to the tenant. That applies where the property has its own meter and the lease puts water on the tenant. Because the Act gives no definition of reasonable amount, owner and tenant agree the figure and write it into the lease as a special term.

Who gets the Form 4 after plumbing work on a rental?

The owner, or whoever engaged us, such as the agent, receives the copy. For notifiable work we lodge the Form 4 with the QBCC inside 10 business days of finishing. Minor jobs, like a pipe repair or a fixture swap, need nothing registered.
